Each
year youth from the Capital Region participate
in weekly trainings over the course of the winter,
and ten students are selected to participate in the Annual Angelo
Del Toro Puerto Rican Hispanic Youth Leadership
Institute in Albany in April. The Institute's purpose is to
foster the leadership skills of Latino students
and to introduce them to New York State's legislative
process. College scholarships are awarded to seniors
on a competitive basis at the conclusion of the
Institute. Students must be in 11th or 12th grade
and must be Latino/Hispanic descent. The Institute is a collaborative
effort among the NYS Senate/Assembly Puerto Rican/
Hispanic Task Force, New York State Education
Department, Office of Bilingual Education, ASPIRA
of New York, the New York City Department of Education
and the Bilingual Education Technical Assistance
Centers (BETACs).
