NYSED Office of Bilingual Education/Foreign Language Studies Adds FAQ Section to Website

In an effort to respond to the needs of practitioners in the field, the Office of Bilingual Education & Foreign Language Studies has added a Frequently Asked Questions (FAQ) page to its website. This document represents a collection of the most common questions gathered by OBE-FLS from constituents in the field. A more extensive and detailed version of this document, entitled "Guidelines for Programs for Limited English Proficient/English Language Learners (LEP/ELLs)," will be available at the beginning of 2009.

New York State Education Department Resources

New York State Bilingual ESL Network - This is where you can find important information from the New York State Education Department Office of Bilingual Education. There are links to The NYS Learning Standards for ESL, the Teaching of Language Arts to LEP/ELL: A Resource Guide for All Teachers, timely information regarding NYSESLAT and LAB-R, and a contact list for all of the BETACs.

New York State Education Department Home Page - The Board of Regents and its State Education Department govern education from prekindergarten to graduate school. They are constitutionally responsible for setting education policy, standards and rules - and are legally required to ensure that the entities they oversee carry them out.

New York State Education Department Office of Elementary, Middle, Secondary and Continuing Education - EMSC works to involve all of the school community in efforts to improve student achievement. All 704 public school districts and all 38 BOCES now have plans that require parents, teachers, administrators, and others in each school building to take part in decisions affecting the quality of education in each of their buildings.

New York State No Child Left Behind Site - In January 2002, the federal No Child Left Behind (NCLB) Act reauthorizing the Elementary and Secondary Education Act was signed into law by President Bush. NCLB establishes a revised framework for NYS and schools that is closely aligned with SED current policies and the State reform agenda for standards, assessment, accountability and improvement.

Bilingual/ESL Network Publications– All downloadable documents including practical instructional information for all educators.

Bilingual/ESL Technical Assistance Centers (BETAC) are centers for staff development and technical assistance to all educators. Staff at the 13 centers offer resources and training on issues pertaining to LEP students.

State Aid - Financial support for public schools comes from three sources: the federal government (approximately 6%), state formula aids and grants (approximately 44%), and revenues raised locally (approximately 50%). State aid for public schools comes primarily from the State General Fund (approximately 71%) wherein the major revenue source is state taxes.
